There is what, 1500 - 2000 NFL players and this one guy has been
charged twice now? At minimum, he puts himself in bad situations.
If he was in fact set the first time, he should have made sure he
never would have get in the position again. He did.
From what I have read about him is that he appears to have character
issues.
I think there is a pattern here. How many NFL players besides
Rothleisberger have been "set up" in the last year? I don't know the
answer, but I sure as hell know that he now has been twice.
